Purpose of the job

The SHEQ manager and Inspection authority is responsible for
- creating, managing and developing the company’s health, safety, security, environmental functions, implementing policies, procedures and systems to provide for a safe and secure business operation
- Managing the delivery of the agreed level of product Quality Assurance & Control support Services to the Geel Manufacturing site: make sure reliable and optimizing of the on- and off-line QA&C equipment, handling all site QA&C topics and all new analytical equipment selection, training and commissioning and assist in training and mentoring of the QA&C technical staff.
- Develop, steer and monitor the inspection programs and advise on actions if necessary

She/He reports to site management on irregularities

She/He represents the company with local government organizations related to safety, security, health and inspection .

She/He is the secretary of the CPBW.

She/He is responsible for the execution and follow up of all inspection actions on site (legal and internal)

Accountabilities of the job:

1. Security

2. Health & Safety

• Improving the safety culture within the Geel site by such means as professionalizing still further the care for safety :
o Gives basic introduction training to new employees;
o Develops, presents and implement safety training;
o Implements and improves the care system;
o Selects personal protective equipment
o Coordinates the overall prevention plan, …
o Coordinates contractor safety / shut down safety
o Follow up of legislation and implementing procedures and systems
o Gives recommendation at each stage of a HSSE project
o Coordinates and attends Risk Analysis studies
o Monitor the follow up of safety rules on site and make employees aware of their safety conduct
• Follow up of all safety related action items
• Prepare facility audits to detect existing or potential accident and health hazards, determine corrective or preventative measures where indicated, and follow-up to ensure measures have been implemented.
• Prepare studies and analyses of industrial accident causes and hazards to health, for use by company personnel and outside agencies.
• Lead the accident-incident investigation and reporting.
• Define what is safety critical in operating procedures

3. Fire intervention

Fire fighting: follow up. (Training is done by by external company)
• Procedure combined with a follow up system to secure that all fire fighting systems will be inspected and tested
• Communication with local authorities to report or to ask for advice in the case of safety related changes
• Keep contact with local fire marshal of the community

4. Crisis intervention

• Organisation of crisis team
• Member of the crisis team - liaison officer and advises other members of the team
• Train all other members of the crisis team
• Write the crisis manual
• Secure there are intervention scenario’s available for the major risk scenario’s
• Write and train crisis procedures involved the propylene pipeline Antwerp - Geel

5. Technical Safety

• Carries out tasks concerning SWA VR (Seveso Company).
• Write safety report and responsible for the 5-yearly review
• Write and train the procedures which are technical safety related.
• Define major incident scenario’s
• Accompanies Technical inspection from the Government.
• Follow up of M(anagement) O(f) C(hange) process.
• Assist in kick off meetings
• Hazop leader and follow up of action items
• Planop leader and action item follow up
• Define SIL levels in projects using the LOPA technique
• Define, using a template, when a unit or parts of it (project) are safe enough to start up. Define the conditions what needs to be done in the case it is not safe.
• Advise the Operational Teamleader in case of technical safety related shortcomings
• Advise the Operational Teamleader for which PSV he has to make a specification document

6. Environment

• Final responsibility on environmental issues
o Permit to operate issues
o Waste handling
o Noise / Pollution Prevention
o Environmental reports
o Good relationships with neighbours
o Environmental procedures / care system
o Communications with authourities
o MOC - issues
• Coaches Quality & Environmental Coordinator
o ISO issues
o Plan – do – act – check to control, change and improve the care system

7. Budget control & archive

8. Take part of HSSE meetings together with other Belgian sites and with the international of Ineos Polyolefins. Audits in other Ineos sites

9. Quality

- Manage the lab/solag team to
o Ensure reliable on- and off-line QA&C equipment
o Optimisation and implementation of new QA&C equipment and techniques in line with internal and external customer requirements
o Site SPA for Quality customer complaint handling and support follow up
o Support Technical Service in decision making for reclassification of non-prime product
o Guarantee reliable QA&C data management and identify improvements
o ensure that skills, competencies and experiences match the current and future needs of the site.
o Ensure training of QA&C technical staff and operations team on new items
o Ensure that the entire QA&C work group focuses on continuous HSSE improvements with regard to their work
- Ensure delivery of analytical equipment maintenance budget by follow up of vendors and contribute to the definition of improvement plans
- Contribute to retain site ISO certification
- Support Geel in delivering variable cost and Capex budget with regard to site QA&C services
- Site contact and focal point for all QA&C related topics

10. Inspection

• Makes sure all legal and internal inspections are done within due date and makes sure recommendations are followed.
• Active search for improvements in inspection systems.
• Responsible that procedures covers all aspects (legal and non-legal) to assure the unit is reliable.
• Responsible that procedures has enough triggers as double check in case someone would leave Ineos.

11. O&P Business

Member of the O&P Central SHE Team for behaviour and Process Safety, be an active member of this O&P SHE TEAM.


Level of education & Experience in general

Master in chemistry, preferably in Polymer Technology

Certification in safety & security management (level 1)

Certification in environmental (level A)

A minimum of 5 years HSSE-management experience from preferably
chemical manufacturing operations or similar international industrial environments.
A minimum of 10 years experience in chemical industry in operations and very safety minded

Preferable experiences in QA&C lab or On-line QA&C analyses with evidence of continuous improvement developments

Technical skills

Detail process knowledge of the unit
Knowledge of care systems
Can read P&ID’s
European guidelines (Atex, PED, SIS/SIL,…),
HAZOP methodology and HAZOP leader,
SWA VR (Samenwerkingsakkoord),
PLANOP methodology and PLANOP leader.
Polymer Quality Control
Product analyses on quality, properties, etc
